Councilmember Parks to Unveil Revised FEMA Flood Map

Following Community Outrage Over Unnecessary Flood Insurance Fees, Eighth District Representative Convinces Agency to Revise Boundaries

WHAT: Councilmember Bernard C. Parks will join Congresswoman Maxine Waters, Public Works Commissioner Valerie Shaw and community members to unveil the Federal Emergency Management Agency’s (FEMA) newly-revised flood insurance rate map. It was revised at the urging of Parks, Waters and Shaw after it was determined that some Park Mesa Heights homes designated on the map for mandatory flood insurance were not in danger of being affected by floods. Those 876 homes are now no longer included on the map. Thus, the homeowners can stop paying flood insurance.

Designation to Pay Tribute to the Life and Service of the First African-American LAPD Officer to be Killed in the Line of Duty
Los Angeles-Councilmember Jan Perry and Councilmember Bernard C. Parks joined Los Angeles Police Department (LAPD) Chief Charlie Beck to officially dedicate the intersection of 6th and Central as Officer Charles P. Williams Square.

 After a through search of historical records, it was discovered that Officer Charles P. Williams was actually the first African American LAPD officer killed in the line of duty. For many years it was believed that Officer Oscar Joel Bryant, killed May 13, 1968, was the first. “Over eight decades ago, Officer Charles P. Williams was killed while protecting and serving the people of Los Angeles. Today, we honor that sacrifice and the sacrifice of all of our officers by dedicating this intersection in his memory,” said Councilwoman Perry.

The square designation was the result of a motion introduced by Councilwoman Perry last year at the request of the LAPD’s Central Division where Officer Charles P. Williams worked until his death in 1923. “We must respect our history and I am proud that we are able to do so today with this lasting recognition,” said Councilwoman Perry.

“It is fitting that on the anniversary of Charles P. Williams’s death, January 13, we commemorate the ultimate sacrifice he paid in service to the people of Los Angeles,” added Chief Beck. “We must never forget the brave men and women of the LAPD, and we must never forget the contributions that African American’s have made to our city.”

On January 13, 1923, African American Police Office Charles P. Williams, Serial No. 567, was killed in the line of duty near Central Avenue and 6th Street, as he responded to an armed-combative suspect call at a local brothel. At the time, Officer Williams was assigned to Central Vice. Upon his death, he was mistaken for a Caucasian officer since he shared the same surname as several other Caucasian officers in the Department. Seventy-five years later, LAPD Sgt. John Thomas discovered the error while reading through old newspapers. Before the discovery, Williams was buried in an unmarked grave along with the memory of his sacrifice to the City. In 1998, Officer Williams received a proper police funeral for the sacrifice he made all those years ago.

Commerce Secretary Gary Locke Announces $7.5 Million Investment to Increase Broadband Access in Los Angeles  
 
Funding to Upgrade and Expand Computer Centers in Most Vulnerable Communities

 U.S. Commerce Secretary Gary Locke today, joined by U.S. Senator Barbara Boxer, Congresswoman Maxine Waters, Mayor Antonio Villaraigosa and Councilmember Bernard C. Parks at the South Los Angeles WorkSource Center, announced a $7.5 million Recovery Act grant that will upgrade and expand 188 computer centers that provide the public with free broadband access to the Internet. The investment will help bridge the technological divide and improve access to job and computer training, and educational opportunities.

The grant was awarded to the Los Angeles Computer Access Network (L.A.-CAN). The L.A.-CAN project proposes to double the number of workstations available throughout the city at public computer centers in libraries, workforce centers, and youth and family centers in low-income and non-English speaking communities. The majority of the 188 proposed centers would be located in or within three miles of federal and state designated Enterprise Zones.  

The project proposes to:

Expand and upgrade free public computer centers at 73 public library locations, 43 WorkSource and OneSource job centers, and 72 recreation centers, senior centers and child care centers connecting 35 youth and senior centers to broadband Internet service for the first time.
Expand broadband Internet access to vulnerable populations: 128 of the proposed centers are located in or near areas where 50 percent of the households are non-English speaking.
Expand broadband Internet access to low-income communities: 158 of the proposed centers are located in areas where 50 percent of the households are at low or moderate income levels.
Provide city residents with access to job and computer training and online search engines, including the librarys recently developed Job Hunting Guide.

Press Advisory Probe of Ridley-Thomas May Be Sought

Civil Rights Leader Will Call for an Investigation by the  L.A. County District Attorney’s Office of Public Integrity into Misappropriation of Taxpayer Funds by L.A. County Supervisor Mark Ridley-Thomas for an office Renovation

Los Angeles Civil Rights Assn. President Eddie Jones at a press conference on Thursday, December 17 demanded that L.A. County Supervisor Mark Ridley-Thomas immediately scrap plans to spend nearly $1 million dollars of taxpayer money on his office renovation. Jones will call on Thomas to spend the money on jobs, homeowner, tenant relief, homeless shelters, and business support in his impoverished South L.A. district.
 
Jones said if Ridley-Thomas goes ahead with the costly and wasteful renovation he and other civil rights organizations on Monday, December 21 will call for a misappropriation of funds and corruption investigation by L.A. County District Attorney Office of Public Integrity into Ridley-Thomas’s financial dealings.
 
“The wasteful and unconscionable spending plan by Ridley-Thomas,” says Jones, “Is a clear violation of the taxpayer and public trust. Legal Action is warranted and will be sought against Thomas.”

The Pan African Film Festival is the largest film festival in the United States dedicated to the exhibition of Black films. Each year PAFF exhibits more than 150 films made in the U.S., Africa, Europe, the Caribbean, the South Pacific, Latin America and Canada. In 2009, 40,000+ people from both the Industry and the public attended PAFF. The18th Annual PAFF will take place February 10-15, 2010 in Los Angeles.

Neeraj Sood of USC's Schaeffer Center co-authors a study on jobs created by health care reform

Los Angeles, CA - A new report by the USC-based Leonard D. Schaeffer Center for Health Policy and Economics and the Center for American Progress shows that health care reform that controls costs and modernizes American health care could lead to between 2.5 million and 4 million new jobs in the next ten years.
